About the Journal
Focus and scope
The purpose of the journal Ingeniería Hidráulica y Ambiental is to disseminate knowledge and contribute to the exchange of experiences and communication between Spanish-speaking professionals and technicians.
Topics of interest to the magazine include content on hydraulic engineering problem solving, applications, and development.
Mission
Dissemination of research works, projects, experiences and educational, scientific and technical case studies of hydraulic and environmental engineering in the country and in the world.
Vision
To become a reference magazine of Hydraulic Engineering in the Spanish-speaking world.
Objectives
1. Disseminate the knowledge and experience of original scientific results, derived from multidisciplinary and interdisciplinary research and works and also from practical applications.
2. Contribute to communication between engineering professionals.
The Hydraulic and Environmental Engineering magazine publishes the following types of documents:
- Original articles on scientific and technological research and technological innovation
- Reflection articles
- Short articles or technical notes
- Preprints are also accepted, which must be indicated by the authors when submitting the manuscript for publication.
Peer review process
Article selection and arbitration method
Papers sent for publication must be original, the criteria for selecting articles will be conditioned by their quality and will be subject to a peer review process.
The selection process begins with the submission of the work by the author or authors in electronic version. The articles are initially evaluated by the Editorial Committee to check if they comply with the Writing Rules and if they correspond to the originality and level required for the journal, then they go to the arbitration process. The Editorial Committee has seven business days for this process, counted from the moment the article is received.
In the process of reviewing the articles, the peer review system is applied, where two high-level referees intervene. Initially the referees do not know the identity of the authors and vice versa. However, if during the arbitration process, the referees need to talk directly with the authors, the editor will be asked to establish such communication. This exchange may be made from the opening of their respective identities or having the editor as an intermediary. If the identities are revealed, the communication may be established directly, but the editor will request a copy of the exchanges, in order to ensure that the established process is duly complied with.
The magazine has a Committee of Referees, made up of professionals from different specialties of Hydraulic Engineering, Chemical Engineering, Civil Engineering, Geophysics, among others, of which a high percentage comes from institutions outside Cujae, both national and international.
Each arbitrator will issue a report on the convenience or not of its publication, this report will be taken into consideration by the Editorial Committee for the publication or not of the article. In case of discrepancy between the reports of both arbitrators, a third party will be used.
The referees can recommend to the Editorial Committee that the article be:
-Accepted.
-Accepted with modifications. The author has a period of 30 days to send a new version with the proposed corrections, after this term, if the new version has not been received, the Editorial Committee will consider the article rejected.
-Rejected.
The following aspects are essential for the acceptance of the works presented:
- Correspondence with the themes of the magazine.
- Originality, novelty or validity of the work that is proposed.
- Quality of the study of the state of the art.
- Quality of the work content.
- Quality of the presentation in its structure and writing.
- Update and importance of bibliographic references.
- Compliance with the Drafting Rules.
The review process, in general, lasts several months, because to the time that the judge takes to review the work is added the time required by the authors to make the suggested changes. The latter has a maximum period of one month (counted from the date on which the results of each evaluation are sent), for the delivery of the corrected version of their article according to the recommendations of the referees.
Open access policies
This journal provides immediate free access to its content under the principle of making research freely available to the public, which fosters a greater global knowledge exchange.
The sending of manuscripts, the processing and the publication does not mean any cost to the authors, it is totally free.
The journal assumes as its own the principles of open access established in the Budapest declaration, which is why we accept that the work presented is distributed in open access, protecting copyright under a Creative Commons Attribution-NonCommercial 4.0 Unported License.
Editorial policies
The journal is published in accordance with the principles described in the Committee on Publication Ethics-COPE.
We recommend that you read the flowcharts of the Committee on Publication Ethics-COPE for bad practices in writing articles, plagiarism, changes of authors, etc.

All the contents of the Hydraulic and Environmental Engineering Journal are distributed under a Creative Commons Attribution-NonCommercial 4.0 Unported License for use and distribution.
Allows non-commercial use of published articles or part of their content as long as the source is cited. This circumstance must be expressly stated in this way when necessary.
Authors should not include information extracted from other published or unpublished works in their articles without proper citation of the source. The author must cite and give adequate attribution to those publications that have influenced and determined the nature of the article to be published in order to guide the reader to previous works that help them understand the published work.
If an article is accepted for publication, the author has the right to have it published.
The main author has the right to withdraw his article from the evaluation process at any time without affecting its consideration for future publications.
The authors who publish in this journal agree to the following terms:
a.The authors share the article's copyright with the journal Ingeniería Hidráulica y Ambiental.
b.The authors must sign a document of transfer of rights where they express their agreement with the editorial policies of the journal.
Rights and Duties of the journal
When submitting the article, the authors must confirm that the article has not been published in any type of media before. If it has been published in another journal, the document from the institution or medium where it was published must be attached, addressed to the journal Ingeniería Hidráulica y Ambiental, authorizing its publication.
The Ingeniería Hidráulica y Ambiental magazine is attached to and promotes respect for the rules of the Spanish language (as dictated by the Royal Academy of the Spanish Language. RAE).
Policies regarding the contribution of authors
The authors assign to the journal Ingeniería Hidráulica y Ambiental the copyright of the published article.
All authors of a manuscript must have contributed significantly to the development of the research, in all or most of its phases.
To protect the integrity of the authorship of the work, only professionals who have collaborated in the research or project and preparation of the article will be listed as co-authors. The main author attests to the fact that he has included all the co-authors of the work when submitting the request for publication.
All co-authors must have reviewed the article, agree with the order of their names, with the content and final form, and be in a position to publicly defend its content. When submitting the request for publication of the article, the Editorial Committee assumes that this has been fulfilled, under the moral responsibility of the sending author.
The partial contributions to only some of the phases accredit the inclusion of their names in the Acknowledgments section, but do not justify the co-authorship of the article.
In the Acknowledgments section the authors must attribute the respective credits to all the people and institutions that have contributed to the research, including students. Likewise, the sources of financing or logistical support that made their work possible must be recognized.
The author should not submit changes to the content of their work after it has been accepted and returned to them for proposed corrections. If there is a compelling reason to make changes, the author must inform the Editorial Committee and this has the authority to approve or not the proposed changes.
The editors may request the justification of the participation of all the authors in the case of articles with numerous authorship or in other cases where this information is required.
To allow the replication of the experiments, the authors must make available the information on the materials, data, standards or protocols and the references associated with their research.
The journal can correct errors detected after publication, if requested by the authors, as long as the results or basic conclusions are not altered, these corrections can be made up to one month after the work is published. If the errors are of a major nature, retractions or misprints may be published on errors that affect the validity of the results obtained, at the discretion of the editors.
Policies regarding the work of arbitrators
The referee must objectively judge the quality of the manuscript on its own merits and respect the intellectual independence of the author or authors. Personal criticism is not appropriate.
Express your opinions and opinions in an objective, precise, clear, truthful and convincing manner, in particular negative judgments, so that editors and authors can understand the basis of your observations.
There can be no conflict of interest between the authors of the manuscript or the people involved (such as family relationships, colleagues, competitors or collaborators between possible referees or editors) and the referees. If a manuscript submitted for review represents a potential conflict of interest or the referee has a personal opinion on it, the manuscript should be returned without delay and without review.
The referee must observe any substantial similarity between the article to be reviewed and any other already published or if he is aware of any similar article submitted to another publication, in either case he must immediately inform the editor.
All the content of an article submitted to arbitration is confidential and property of the authors, it will not be used in any way by the arbitrator, nor will it be exposed in any other way except with the consent of the author and with the appropriate attribution.
Digital preservation policies
The journal, through digital preservation methods, ensures the intellectual content of electronic archival documents for long periods of time, maintaining their integrity, authenticity, inalterability, originality, reliability and accessibility.
Differences between preservation and backups
It is important that authors interested in publishing in the journal know the difference between digital preservation and backup.
Backup copies are a protection mechanism against unforeseen events such as disk failure or data loss due to exceptional situations such as blackouts, server disconnections, etc. It basically protects the information published on the server (digital resources plus catalog information) and digital resources in the process of being edited, in a comprehensive and systematic manner.
For its part, digital preservation is not concerned with backing up server data or daily work materials, but with safeguarding the high-quality digital resources that will be needed in the future. The preservation copies usually consist of a comprehensive recording of the material annually on media other than the work platforms.
In both cases, data integrity control mechanisms are used at the time of making the copies, using redundancy algorithms that verify that the data is kept as it has been recorded.
Definition of preservation policies
The magazine has diagnosed the possible causes of defects in digital information or loss of data such as: management errors and negligence, technical and mechanical failures, operator errors, viruses, unauthorized and undocumented changes, obsolescence or incompatibility of the software, program loss, incomplete metadata, information aging. On the other hand, it has developed a digital preservation strategy that integrates the following procedures:
Storage: Digital preservation is established as the responsibility and commitment of all personnel involved in editorial management.
Self-documentation: Starting from the coding of the preserved information, without reference to external documentation.
Self-sufficiency: Dependencies on systems, data or documentation are minimized.
Migration: Information is converted to new formats, which is a measure against obsolescence.
Digital formats: Information is stored in formats that are widely used today. This increases the probability that when a format becomes obsolete, there are still programs to convert it.
Digital archeology: A process of information recovery is applied from damaged, fragmented or archaic data sources.
It is guaranteed that there is more than one copy on the editorial work computers and another on the server of the Hydraulic Research Center.
Every five years the data is transferred to new storage media.
The preserved information is also encapsulated along with descriptive metadata.
In summary, the journal Ingeniería Hidráulica y Ambiental carries out systematic preservation actions, such as: data rejuvenation, consistency checks, migration, emulation, preservation of technology and digital archeology.
Self-archiving policies
For papers published in the journal, self-archiving in the repositories of the institutions to which the authors belong is allowed of the version published by the editor (published version) and it is recommended to include the URL of the article in the journal in the registry, so as not to affect user traffic to the original source, which is the journal, not the repository. In addition, the following conditions are established:
-The copyright and editorial must be credited
-A link must be added to the editor's version.
-The version published by the publisher (published version) must be added
